Green Energy Renewal, Sustainable Future – Shizhen Small Hydropower and Taoyuan North Water Resources Recycling Center Visit and Seminar Activities
Organized by the Sinotech Foundation for Research and Development of Engineering Sciences and Technologies, and co-organized by the Department of Bioenvironmental Systems Engineering at National Taiwan University, the Graduate Institute of Environmental Engineering at National Taiwan University, the Department of Civil Engineering at National Taiwan University, the Graduate Institute of Environmental Engineering at National Central University, Power Generation Department of Taiwan Power Company, Department of Water Resources of Taoyuan City Government, Jih Ting Water Environmental Engineering Co., Ltd., Bao Ding Reclaimed Water Company, Sinotech Engineering Consultants, LTD., Sinotech Engineering Services, LTD., the Sustainable Development Committee of the Chinese Institute of Civil and Hydraulic Engineering, and the Taiwan Water Resources Management Society, the “Shizhen Connecting Pipeline Small Hydropower Plant and Taoyuan North Water Resources Recycling Center Visit and Seminar Activities” successfully concluded in Taoyuan on November 13.

♦ Visit to Shimen Shizhen Connecting Pipeline Small Hydropower Plant
Facing global climate change and the challenge of national net-zero transition, strengthening the resilience and efficiency of water and energy infrastructure, and integrating circular economy and low-carbon applications have become key issues of concern in the engineering sector. In light of this, the event invited experts from industry, government, and academia to visit two representative facilities for water resource recycling and energy applications. Through on-site tours and in-depth discussions, participants gained a deeper understanding of technologies such as low-carbon energy applications and water resource regeneration systems, while enhancing practical experience exchange.
The morning session began with a visit to the Shizhen Connecting Pipeline Small Hydropower Plant. Guided by on-site staff, participants gained an in-depth understanding of key facilities such as the generator, turbine, main valve equipment, and the on-site control room, and witnessed how the Shizhen Small Hydropower Plant ingeniously utilizes the elevation difference created by water releases from Shimen Reservoir for irrigation to achieve a power generation capacity of 4,538 kW.

The subsequent seminar was held in the Shimen Power Plant conference room. After opening remarks by Mr. Tseng Tung-Chao, Plant Manager of Taipower’s Shimen Power Plant, and Mr. Zeng Sanbao, Chairman of the Sinotech Foundation for Research and Development of Engineering Sciences and Technologies, Mr. Lo Chih-Chieh, Section Chief of Shimen Power Plant, delivered a keynote speech titled “Sustainable Green Energy – The Surge of Shizhen Hydropower”, providing a detailed overview of the planning, construction, and operational experience of the Shizhen Connecting Pipeline Small Hydropower Plant. This facility serves as a concrete example of revitalizing agricultural infrastructure and enhancing energy integration efficiency, displaying the potential of small hydropower applications within existing water resources systems. During the session, participants engaged in lively discussions on the application of small hydropower technologies.

The afternoon session began with opening remarks by Mr. Hu Nien-Ying, General Manager of Jih Ting Water Environmental Engineering Co., Ltd., and Mr. Zeng Sanbao, Chairman of the Sinotech Foundation for Research and Development of Engineering Sciences and Technologies. Mr. Hu then delivered a keynote speech titled “Taoyuan North ESG Park: Wastewater Treatment × Resource Recycling × Green Energy Integration — A Sustainable Operation Model of BOT and BTO Integrated Dual Systems”, providing an in-depth analysis of how the Taoyuan North Water Resources Recycling Center supplies high-purity reclaimed water to nearby petrochemical industries, making it a key case for promoting urban reclaimed water utilization and sustainable facility operations in northern Taiwan.Afterwards, under the guidance of Plant Manager Mr. Wu Cheng-Lin, participants toured the core units of the membrane bioreactor and the reclaimed water plant, witnessing the complete process of purifying wastewater to industrial water standards. The final panel discussion focused on the current status of reclaimed water use and technology development, laying a foundation for practical and academic exchanges to advance the water resource circular economy.
Through this visit and seminar activities, participating engineers and students gained deeper insights and inspiration regarding the future direction of low-carbon energy applications and water resource recycling development in Taiwan.
